Straight answers

Before anyone relies on SMRC.

Is SMRC currently recognised by HMRC?

No. Registration and developer-test work are in progress. SMRC must not be used to claim a live HMRC submission or acceptance until recognition testing is completed.

Can it be used for commercial live payroll today?

Not yet. The current solution is a strong prototype, but calculation rules, statutory outputs, official forms, installer signing and operational controls still require production validation.

Does it already store payroll records?

Yes. Employer, employee, payroll-run, CIS and audit information can be stored in the local SQLite database, with migration history and backups.

Can I download the final installer?

The Downloads page will publish the exact signed package after the owner supplies and approves the final release file. No placeholder download is presented as a real installer.
